A proposal: ‘One Time Reservation Policy’


'I love India. We love India' is the slogan we use to chant frequently or at least on auspicious occasions like Independence Day. And more frequently we grudge about problems in India. But how can we make a better India? Some basic things like infrastructure, a better education system, medical facilities and disciplined citizen through proper law and order are no doubt the chart-buster requirements for any country. All these requirements need to be governed and managed by a talented pool of people at every level of hierarchy of public and private sector. And we Indians do not have dearth of talent. Believe me. Then why do we lag? What is the show stopper?

Well my belief is we have to improve on lot of areas but one thing which really worries me as I think this is the cancer to our growth is reservation based on caste system. I know many of us will argue and say that for 'inclusive' growth we need to bring forward every 'class' so that they could be a part of the mainstream of development. Reservation was brought up in picture no doubt so that the unprivileged and backward people should get an ancillary support and hence could grow at a smoother pace. To ensure that other classes of society do not suffer it was promised that the percentage of reservation will be gradually increased and then decreased in phases. But promises are meant to be broken is what out hypocrites think.

 As this is very old problem I must not pore in all the old facts because everybody is aware of these things. What I want to project is that we cannot afford to comprise with talent neither can we ignore our unprivileged people .So we have to do a trade-off between them so that no body suffers.

So here is a solution I propose for this problem. I think the class of people who are identified for reservation should get a ONE TIME RESERVATION. By one time reservation I mean that every eligible person for reservation should get reservation either in education or in job or in promotions .The concept is simple. If a person is given reservation in education that means now he is as much privileged as any other person and remains no more backward in terms of educational facilities. He is now on the same platform on which others are and now he does not require additional help for fetching a suitable job for him. Let’s take another case of a person who thinks he should utilize his one-time opportunity for bread and butter. Because he has not taken any favour from government in education in terms of reservation, he is still under- privileged .He needs some support from government for fetching a job and government in turns gives him reservation in job. Same is the case if the person wants to go with reservation in promotions.

Now we may doubt how we can ensure that a person is availing reservation only once. That could have been a problem but as we know a unique identity system project is under process which is of real help in this case. Once a person avails reservation his record will be updated and he will not be eligible for the next time.

This system can be made more useful for general and backward classes. Eg. Presently suppose we have 50% reservation in total and if we reduce it to 40% it will help the general class people.

Because 40 % people who have taken reservation in education are not eligible for reservation in job will open door for another backward people for apply for 40% reservation in job. This will be also a kind of speedy treatment to our underprivileged people as we would be able to cover wider section of our society even if we reduce the total percentage from 50 to 40.
